Bulgaria, situated in Southeastern Europe, is navigating critical challenges in its democratic journey, including concerns over electoral transparency and media bias. While the national elections in 2024 were generally well-organized, alarming reports over election transparency, including the misuse of administrative resources and allegations of vote-buying, undermined public confidence in the electoral process. Additionally, bias in the media landscape led to favoritism toward certain political entities, restricting voters' access to unbiased information.

Civil society organizations play a vital role in fostering accountability and strengthening public trust. They continue to highlight the urgent need for comprehensive electoral reforms that enhance transparency and fairness. Commit Global is helping these organizations through their journey to consolidating Bulgaria's democratic procedures.

Commit Global is promoting the use of Vote Monitor, a digital tool meant for election monitoring and real-time violation reporting. By encouraging citizens to actively participate in a fair and transparent electoral process, Commit Global helps cultivate a culture of political transparency and accountability in Bulgaria.

Vote Monitor is a tool dedicated to NGOs and INGOs that engage in election monitoring with independent election observers. This digital solution has two components, a web dashboard for NGO representatives and a mobile app (iOS and Android) for independent observers. The app helps accredited observers report back to their respective NGOs throughout the election day. The web version is a platform for NGO representatives that centralizes real-time information sent by their respective observers. 

In collaboration with the Institute for Public and Economic Diplomacy (IPED), an organization dedicated to advancing diplomatic and policy solutions to global challenges, Vote Monitor was deployed for the first time in Bulgaria during the 2024 EU Elections, Parliamentary Elections, and Early Parliamentary Elections. This marked a significant milestone in civil society’s efforts to promote civic engagement and electoral integrity. Through Vote Monitor, Bulgaria had access to a comprehensive monitoring system that allowed reporting, tracking and analysis in simple ways. Vote Monitor has been critical in building public confidence in the election results, ensuring they are conducted with greater fairness, transparency and accountability.

Civic Tech 911 is an on-demand tech support service for NGOs. It helps organizations solve tech problems, streamline processes, and improve efficiency—just like having an in-house IT department. Since many NGOs do not have dedicated tech staff, Civic Tech 911 provides expert support for any tech-related needs, from troubleshooting to setting up tools and improving digital strategies. Support is available in English, Ukrainian, Romanian, Georgian, Turkish and Italian through 1-hour consultation sessions. In order to book a consultation session, an NGO needs to provide details about the issue they are facing, including the context, how it affects the organization, and any relevant information (such as legal context or similar examples). Once the details are submitted, NGO’s choose a time slot that works for them. Civic Tech 911 is available to any NGO, in any country, Monday to Friday. Sessions can be scheduled with a 48-hour notice.
