Supporting real-time data collection for independent election monitoring in Georgia
On this very tense day, we supported 31 Georgian NGOs and 14 international organizations that have deployed over 3.000 people to be independent observers in the polling stations to ensure real-time reporting on incidents and potential violations. The monitoring has been done via Vote Monitor, our secure data collection digital instrument that allows for real time information transfer from the observers mobile devices to the election monitoring headquarters. This has allowed for detailed reporting throughout the day and has facilitated the communication between the call-centers and the people monitoring elections in the stations.

The 26th of October 2024 has been a critically important day for all Georgian citizens who took part in the most important elections in decades, event that will decide their future path towards the European Union. As BBC stated early on the day of October 26th “Saturday's vote has been described as the most crucial since Georgians backed independence from the Soviet Union in 1991. There were reports of scuffles and vote violations as tempers flared at polling stations. About 3.5 million Georgians are eligible to vote until 16:00 GMT in this high-stakes election that the opposition is calling a choice between Europe or Russia, but which the government frames as a matter of peace or war.“

This has allowed for detailed reporting throughout the day and has facilitated the communication between the call-centers and the people monitoring elections in the stations. When the polling stations closed in Georgia there were over 83.000 responses sent, 3107 flags raised and over 4400 quick reports sent in.
Vote Monitor is a tool dedicated to independent observers and international organizations who engage in election monitoring. This digital solution has two components, a web dashboard for NGO representatives and a mobile app for independent observers. The mobile instrument helps independent observers send real-time data from the polling stations in order to identify potential red flags that may indicate fraud or other irregularities. The web dashboard allows for observer management, form design, data processing, analysis, and export. This solution has already been used in 17 elections in 6 countries, providing a clear, simple, and realistic picture of how the voting process unfolded.
